Policy on Replacement of Parking Facilities

Introduction & Principles

In consideration of limited land for renewal and development, the campus may select the sites of existing parking lots, structures, and other facilities for redevelopment. To maintain the parking inventory, the campus is committed to replacing parking spaces and parking-related facilities removed by capital development. To that end, the campus establishes the following principles, and makes the following policy associated with capital projects that affect parking and transportation facilities:

1.0 Siting and Replacement of Facilities

The campus will replace parking spaces and parking-related facilities removed by capital development, temporarily or permanently, in accordance with campus and regental approved physical planning guidelines. These include the Regents-approved UC Berkeley 1990 Long Range Development Plan (LRDP) and its EIR and Mitigation Measures as well as City-University Agreements. Significant changes or additions to existing physical planning guidelines for parking-related facilities should be proposed jointly by the Vice Chancellor - Business and Administrative Services and the Vice Chancellor - Capital Projects to the Executive Campus Planning Committee for approval.

2.0 Gift and Other Funded Projects

Capital projects which are gift funded, or funded through sources other than State of California construction funds, will be responsible for either funding replacement of parking facilities at the site as an element of construction, or will compensate the Campus Parking System to relocate the spaces at another site.

2.01 State-Funded Projects

The State of California does not currently subsidize parking and other auxiliaries; the Campus Parking System cannot be compensated for the loss of parking spaces or facilities that results from capital development. The Chancellor will review the need to replace parking spaces and facilities on a case by case basis and will be the arbiter regarding the use of other funds.

3.0 Temporary Loss of Parking Spaces/Facilities

Currently, when parking spaces are temporarily removed from the system due to campus construction, Parking & Transportation is reimbursed for this use by the project/department the rate of $66.00 per space, per month (pro-rated as appropriate). For future projects, this recharge rate will be indexed by either the campus annual cost of living increase, provided by the Campus Budget Office, or any rate increase in campus parking fees. When spaces are removed for extended periods of time, over one year, Parking & Transportation will receive funds to recover use of spaces through Attendant Parking or temporary relocation of the spaces.

4.0 Level of Compensation to Parking System

The level of compensation for the removal of permanent parking spaces that are not replaced at the project site is currently set at $20,000 per space* , and is indexed each year by the figure suggested by the Campus Budget Office for capital project annual inflation. The cost of replacing other parking-related facilities is based upon their relocation costs at the time of displacement, using the same figure for indexing as with parking spaces.

5.0 Disposition of Funds

Provisions must be made for replacing spaces temporarily or permanently removed from the campus inventory through the project planning process as an element of the project which removes them.

Parking & Transportation will place funds identified for the compensation of the parking system into the restricted capital reserve account established by the campus. These funds may only be used to replace parking spaces removed from the system by capital development, and not for the purposes of other parking-related projects or operational programs. Specific replacement projects will be planned in accordance with Section 1.0.

6.0 Exceptions

Exceptions to this policy must be reviewed by the Executive Campus Planning Committee, after consultation with Parking & Transportation and the Vice Chancellor - Business and Administrative Services, and approved in writing by the Chancellor.

7.0 Administrative Actions

From time to time, minor improvement projects to enhance campus safety, service functions, and alternative circulation systems may require removal of campus parking spaces. The number of spaces to be removed in such an enhancement, without compensation to the system, may not exceed five (5) for any project. Such reductions without compensation may be approved after consultation with Parking & Transportation, and with the concurrence of the Vice Chancellor - Business and Administrative Services. Provisions must be made for replacing the spaces in the campus inventory through the project planning process as an element of the project which removes them.

* The 1999 estimate of $20,000 per space for parking construction costs was provided by PD & C [Engineering News Record (ENR) Construction Cost Index 6001]. This figure represents a blend of parking structure, underground, and surface lot construction costs in the S.F. Bay area. The level of compensation for replacement parking spaces will be adjusted periodically to reflect the actual cost of construction. Most new spaces built on the campus will be in parking structures or underground.

Parking spaces are defined as all vehicle parking spaces on the Berkeley campus. Motorcycle parking spaces and bicycle parking spaces are pro-rated respectively by the amount of a vehicle parking space utilized (for motorcycles), and by the cost of the current rack installation including pads (for bicycles).
